मोदी को हिटलर से भी ज्यादा घातक मानने वाले पूर्व एसीएस पर जयराम सरकार की मेहरबानी चर्चा में

शिमला/शैल।हिमाचल के अतिरिक्त मुख्य सचिव रह चुके आई.ए.एस. अधिकारी अबय शुक्ला प्रधानमन्त्री नरेन्द्र मोदी को जर्मन के तानाशाह हिटलर से भी ज्यादा खतरनाक मानते हैं। पिछले ‘‘दी वायर’’ के करण थापर को दिये गये चालीस मिनट के साक्षात्कार में अबय शुक्ला ने कहा है कि In the interview to The Wire, Shukla talks about what he calls “Modi’s destruction of India”. He says it can be divided into three broad phases – demonetisation, 2019 and COVID-19. He says “a malevolent common thread” runs through the three phases. This is how he describes the thread:

“Subjugation of constitutional and regulatory institutions, gross misuse of enforcement and police agencies, undermining of the judiciary, politicisation of the armed forces, an overbearing arrogance and insensitivity to public opinion, ruthless crushing of dissent and false propaganda and image building on a Goebbelsian scale.”
In the interview, Shukla says Modi could not have achieved his almost total dominance but for the willing participation of civil servants, military officers, the judiciary, intelligence and enforcement agencies and the media. He adds: “I blame my own service and colleagues.” He says they are “silent and intimidated”. They don’t want to stand up.
Asked by The Wire how he compares present-day India under Narendra Modi to the India of Indira Gandhi’s Emergency and how he, therefore, answers an oft-posed question, “Who was worse? Indira or Modi?”, this is what Shukla said: “The damage being done now is far more fundamental and longer lasting. It’s almost irreparable.”
However, Shukla made a further important point. He said: “Indira Gandhi had the courage to declare the Emergency. She did so openly. Modi’s is an undeclared ‘emergency’ and, therefore, more insidious”. Finally, he said: “Indira Gandhi’s Emergency affected the administrative system. Modi’s, on the other hand, has affected the social fabric of society. This time the poison is seeping beyond administration into society itself.”
In The Wire interview, Shukla was also sharply critical of corporate India and its failure and refusal to stand up and be counted at critical moments. He said: “A corporate entity has the same legal rights as an individual, surely it should have the same moral and social duties as an individual – to condemn immoral ideology, to abjure hate and communalism, to not incite one community against the other, to distinguish between truth and falsehood.” यह साक्षात्कार उनकी किताब India-The wasted Years की रिलिज़ के अवसर पर लिया गया है।

अबय शुक्ला जब प्रदेश में कार्यरत थे तब भी बहुत सारे मामलों पर उनकी रिपोर्टें काफी तल्ख रही हैं। प्रदेश की जल विद्युत परियोजनाओं पर उनकी रिपोर्ट में पहली बार बेबाकी से यह खुलासा आया था कि चम्बा में इन परियोजनाओं के लिये 65 कि.मी तक रावी दरिया का मार्ग ही बदल दिया गया है। लेकिन एक ओर यहां अबय शुक्ला इतने बेबाक रहे हैं वहीं पर शिमला में ही अपने घर के निर्माण के सारे नियमों को अगूंठा दिखाते हुए टीडी का लाभ लेने के दोषी हैं जो व्यक्ति वन सचिव रहा हो और फिर अवैध रूप से टीडी का लाभ ले ले तो उसको लेकर क्या धारणा बनेगी इसका अन्दाजा लगाया जा सकता है। वर्ष 2001 में शिमला के मूल कोटी में दो अधिकारियों अबय शुक्ला और दीपक सानन ने धारा 118 में सरकार से अनुमति लेकर मकान बनाये और टीडी का लाभ ले लिया। उसी समय से स्थानीय लोग इसकी शिकायत करते रहे हैं। वन विभाग को अन्ततः यह जांच करनी पड़ी और इसमें इनको दोषी पाया गया। जून 2020 में वन विभाग की रिपोर्ट सरकार के पास आ गयी थी। इस रिपोर्ट में इनके खिलाफ मामला दर्ज करने की अनुशंसा की गयी है। विभाग की अनुशंसा का वन मन्त्री ने भी अनुमोदन करके फाईल मुख्यमन्त्री को भेज दी थी। लेकिन इस पर आज तक अगली कारवाई नहीं हो सकी है।
अब अबय शुक्ला का साक्षात्कार और उनकी किताब आने के बाद प्रदेश के प्रशासनिक तथा राजनीतिक हल्कों में एक बार फिर यह चर्चा का विषय बन गया है। मुख्यमन्त्री जयराम ठाकुर इस पर अब कोई कारवाई करते हैं या इन अधिकारियों परअपनी मेहरबानी बनाये रखते हैं इस पर सबकी निगाहें लगी हैं।
